The Civil Aviation Authority of the Philippines (CAAP), headed by Director General Lt Gen Raul L Del Rosario AFP (Ret), is representing the country at the 60th Conference of Directors General of Civil Aviation for the Asia and Pacific Regions (DGCA 60), being held from 28 July to 1 August 2025 in Sendai, Japan.

This high-level forum brings together aviation leaders across the Asia-Pacific region to align strategies, exchange expertise, and collaborate on common goals for the region’s air transport sector. Under the leadership of President Ferdinand R. Marcos Jr. and Department of Transportation Secretary Vince B. Dizon, the Philippines continues to pursue stronger international engagements to modernize its aviation sector.

With this year’s theme, “The Sustainable Skies of the Asia-Pacific Region: towards increased economic prosperity and social well-being by air transportation of people and goods in the region,” the conference emphasizes regional cooperation in achieving greener, safer, and more connected skies.

CAAP Director General Del Rosario served as moderator for Agenda Item No. 8: Capacity Development and Implementation at DGCA 60. The session covered key topics including the Overview of the APAC Flight Procedure Programme (FPP), updates on the Asia-Pacific Regional Training Cooperation Framework, Japan’s initiatives on aviation human resource development, and contributions to the ICAO Asia and Pacific Capacity Development Initiative.

By engaging with CAA counterparts from other International Civil Aviation Organization (ICAO) Member states and international organizations, CAAP is working to secure technical cooperation, share regulatory best practices, and explore collaborative programs on emerging aviation challenges such as climate resilience, innovation, and workforce capacity-building.

DGCA 60 also offers the Philippines opportunities to reinforce bilateral ties and regional agreements that support its aviation roadmap, particularly in areas like infrastructure development, air traffic management, and aviation safety oversight.

The Philippines’ involvement in DGCA this year follows its successful hosting of DGCA 59 in Mactan, Cebu in 2024, advocating for a sustainable and inclusive future in aviation.

The DGCA 60, held in Sendai–a city that symbolizes resilience after recovering from major natural disaster 14 years ago—is a strategic platform where nations unite towards a common path forward for the APAC region’s aviation sector.

Through CAAP’s proactive participation, the Philippines is advancing not only its domestic aviation agenda but also its role as a collaborative partner in global air transport development.
