LT Gen Del Rosario holds a Master’s degree in Defense Studies from the University of Canberra, Australia, and is a graduate of the Joint Command and Staff Course at the Australian Command and Staff College, where he earned distinction. He also completed the Strategic Management Seminar at the Asian Institute of Management, the Squadron Officers Course (Distinguished Graduate) at CJAB, and earned his Bachelor of Science degree from the Philippine Military Academy, Class of 1984.

He is also a retired senior officer with 37 years of military service, he held major commands in the Armed Forces of the Philippines, including Commander of Western and Central Commands, and served as Deputy Chief of Staff for Plans (J5). He was also Administrator of the Office for Transportation Security (2019–2022) and led the One Stop Shop for Returning Overseas Filipinos during the COVID-19 pandemic. He represented the DOTr in various national bodies and previously served as Vice President for Airport Operations at Clark International Airport Corporation.
