CAAP conducted its Gender and Development (GAD) Planning and Budgeting Workshop from March 16 to 18, 2026 at the Civil Aviation Training Center (CATC) in Pasay City. Central Office employees attended the sessions onsite, while representatives from the Area Centers’ GAD Focal Point System (GFPS) joined virtually, coming together to align the agency’s direction for its upcoming GAD Plans and Budgets.

The sessions walked participants through the essentials of preparing the 2026 GPB and 2025 Accomplishment Report in line with the latest guidelines from the Philippine Commission on Women (PCW).
Participants revisited the importance of having Sex-Disaggregated Data (SDD) and the Harmonized Gender and Development Guidelines (HGDG), which help ensure that programs are backed by actual data before clearly addressing existing gender-related concerns across offices and airports. There was also emphasis on integrating gender perspectives into the Authority’s regular programs and projects, instead of treating GAD as a separate effort.

The workshop also placed emphasis on how gender-responsive planning can lead to more comfortable and supportive workplaces, better employee retention, and more efficient service delivery. Simple improvements in facilities, policies, and support systems can directly impact how employees work and how passengers experience airport services.
The activity also encouraged closer coordination among offices, reinforcing the need for a more unified approach in implementing GAD initiatives across CAAP. Through such efforts, the Authority is developing a more responsive, reliable aviation sector for the future, by making systems more inclusive and based on the real needs of its people.
