On Day 2, the boot camp focused on testing out the capabilities of personnel through simulations of the audit. Assisted by audit adviser Mr. Sandra M.A. Susantha De Silva, former International Civil Aviation Organization (ICAO) Asia and Pacific Office Safety Implementation Regional Officer, CAAP personnel from concerned offices reviewed the Protocol Questions (PQs) according to the nine audit areas.


The Protocol Questions (PQs) are the primary tool used in the ICAO Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) for assessing the effective implementation of the eight critical elements (CEs) of a State’s safety oversight system. The PQs are organized by nine audit areas and each PQ is associated with one of the eight CEs. Primary aviation legislation, qualified technical personnel, and resolution of safety issues are among the eight CEs.


With the proactive approach and active participation of everyone in the boot camp, CAAP is assured that it has further strengthened its preparedness for the aviation safety oversight system audit scheduled for September.
