Pasay City – The Civil Aviation Authority of the Philippines (CAAP) strengthened its collaboration with training organizations during the Approved Training Organization (ATO) Summit 2026, held on Friday, March 13, in Pasay City.

The summit convened representatives from training organizations and industry partners to discuss regulatory updates, operational challenges, and best practices in aviation training.

CAAP Director General CAAP Director General LtGen Raul L Del Rosario AFP (Ret) announced that the Authority will formally implement the Competency-Based Training and Assessment (CBTA) this year.

CBTA, as defined by the International Civil Aviation Organization (ICAO), is a training methodology sustained by robust course design, instructor qualification and data collection to continuously enhance the training efficiency and effectiveness.

To facilitate this transition, CAAP will conduct a series of CBTA Introductory Seminars for all ATOs, ensuring that stakeholders are fully aligned with the updated regulatory requirements.

DG Del Rosario also engaged in candid discussions with ATO representatives, addressing industry challenges and opportunities.

“Our role as regulator is to guide, support, and work alongside our training organizations to ensure that our aviation professionals meet the highest standards of competency and safety. Your work has a direct impact in the future of aviation,” he added.

The Department of Transportation, under the directives of President Ferdinand Marcos Jr., expressed support for CAAP’s initiatives.

One that Filipinos can rely on that gives the people valuable time with their families, their work, and their communities, but achieving this vision requires partnership,” said Usec. Jim Sydiongco, Undersecretary for Aviation and Airports.
