To further improve its procurement efficiency and transparency, the Civil Aviation Authority of the Philippines (CAAP) Procurement Division teamed up with the Procurement Service-Department of Budget and Management (PS-DBM) to conduct a three-day workshop focused on the utilization of the modernized Philippine Government Electronic Procurement System (mPhilGEPS) and other essential digital procurement platforms.
Held from 11 to 13 May 2026 at the CAAP Procurement Building and via Google Meet, the training was attended by members of the Bids and Awards Committee (BAC) from the Central Office and its regional Area Centers, alongside other representatives from offices involved in the Authority’s procurement activities.
The workshop was facilitated by a delegation of technical experts from the PS-DBM, led by Operations Director Samantha Grace E. Moscoso, together with Mr. Robert H. Humarang, Mr. Alvin Nepomuceno, Ms. Mary Jane Dacumos, and Ms. Stephanie Alyssa Y. Dela Cruz.
Under the experts’ guidance, participants engaged in a hands-on learning experience, where attendees took part in live simulations and actual demonstrations of the mPhilGEPS interface. This immersive approach allowed CAAP personnel to manage and navigate the platform, from initial posting to final award.
Complementing the hands-on simulations was a vital briefing on Republic Act 12009, or the “New Government Procurement Act.” The discussions tackled the preparation and evaluation of procurement documents under the new law, ensuring that all future CAAP acquisitions remain strictly aligned with the latest legal requirements.
By adopting these digital innovations and upskilling its personnel, the Authority aims to significantly shorten its procurement timeline, eliminate administrative bottlenecks, and foster a more competitive and transparent environment for its acquisition processes.
