In a significant move to strengthen aviation safety and regulatory oversight, the Civil Aviation Authority of the Philippines (CAAP) hosted this year’s Air Operators Summit today, 14 August 2025, at Casa Ibarra in Pasay City.





In attendance at the summit were Department of Transportation (DOTr) Undersecretary for Aviation and Airports, Captain Jim Sydiongco, CAAP Director General LTGEN Raul L. Del Rosario AFP (Ret), and key officials from other relevant CAAP departments.
The presence of these officials, alongside 142 accountable managers and representatives from different airlines, underscored the summit’s role in fostering an open and productive dialogue on the future of Philippine aviation.



The all-day summit focused on updating attendees on CAAP’s transition from reactive compliance to a more proactive safety management approach, which includes new processes and initiatives that prioritize regulatory activities based on each air operator’s specific risk profile and safety performance.
The agenda also covered several critical topics, including updates on flight operations, the challenges of continuous surveillance, the introduction of the new CAAP safety portal and digitalization, and a focus on safety oversight and hazard information.


In his keynote address, DG Del Rosario emphasized the summit’s role in bringing together the country’s prime movers to align priorities, engage in meaningful dialogue, and reaffirm their shared commitment to aviation safety and excellence in the Philippines.
“With this summit, let us move forward with renewed clarity and purpose. Let us embrace compliance not as an obligation, but as an opportunity to lead, to excel, and to secure the future of aviation in our country,” said DG Del Rosario.
The successful conclusion of the Air Operators’ Summit 2025 highlights the CAAP’s ongoing commitment to improving the safety oversight and security of Philippine aviation. This initiative is in full support of the Marcos administration’s directives and the strategic guidance provided by DOTr Secretary Vince Dizon, contributing to a marked improvement in air travel safety and security.
