Pasay City – The Civil Aviation Authority of the Philippines (CAAP) successfully concluded a three-day intensive bootcamp from February 5–7, 2025, in Talisay, Batangas.
The initiative aimed to strengthen CAAP’s technical compliance in preparation for the upcoming Universal Safety Oversight Audit Programme (USOAP) by the International Civil Aviation Organization (ICAO) in September 2026.


The program featured sessions led by Mr. Sandra M.A. Susantha De Silva, former ICAO Asia and Pacific Safety Implementation Regional Officer, who shared best practices and compliance strategies from other ICAO member states. Participants engaged in audit simulations, role-playing exercises, and regulatory reviews designed to enhance preparedness and operational excellence.


“Let me be very clear: this is not about numbers on a scorecard. This is about trust—trust from the public in our service, trust from the international aviation community in our systems, and trust in one another as an organization,” CAAP Director General Retired Lt. Gen. Raul Del Rosario said during his opening remarks.


CAAP reaffirmed its commitment to continuous improvement and strict adherence to international aviation safety standards, ensuring that its personnel are equipped with the knowledge, skills, values and attitude necessary to uphold the Philippines’ reputation as a safe and reliable civil aviation authority.
