The Civil Aviation Authority of the Philippines (CAAP) concluded a three-day capacity-building seminar on the New Government Procurement Act (Republic Act 12009), a strategic move aimed at modernizing its procurement systems and guaranteeing full compliance with the country’s updated legal framework.

Running from 20 to 22 May 2026, at the Sequoia Hotel in Parañaque City, the program gathered key representatives from CAAP’s Central Office and Area Centers both in person and online. Centered on the theme, “Elevating Standards: Building Capacity for Effective Implementation of RA 12009,” the event featured experts from various government agencies who provided on-site participants and online attendees with the practical tools and knowledge needed for a smooth transition to the new procurement framework.

The NGPA modernizes and significantly revises the older RA No. 9184, or the Government Procurement Reform Act. While both laws maintain a strict framework of transparency and competition, RA 12009 shifts to a flexible, “fit-for-purpose” approach designed to reduce bureaucratic delays. Through this capacity building, the Authority ensures compliant, sustainable procurement practices that promote greater efficiency, accountability, and better value for public funds.

By equipping its workforce with a clear understanding of the NGPA, CAAP concluded the three-day event with a reinforced commitment to integrity and transparency in all its acquisition activities, paving the way for faster and more reliable public service.
