Paranaque City — The Civil Aviation Authority of the Philippines (CAAP) successfully concluded its three-day Budget Conference 2026 at the Sequoia Hotel Manila Bay, held from March 16 to 18. Organized by the Authority’s Budget Division, the event focused on strengthening CAAP’s financial health through evidence-based planning and efficient budget execution.

The conference served as a vital platform for budget officers and coordinators from the Head Office and nationwide Area Centers to synchronize their fiscal strategies. A primary focus was the alignment of budget proposals with the agency’s broader financial targets, supported by presentations from various CAAP services on their respective budget formulation approaches.

These discussions addressed the impact of the New Government Procurement Act (Republic Act No. 12009), which reshapes budget proposals through more streamlined and transparent processes. By integrating these updates, the conference aimed to eliminate redundancies and ensure a shovel-ready budget plan that directly supports CAAP’s mission of aviation safety and excellence.

In their messages during the conference, Deputy Director General for Operations LTGEN Rozzano D Briguez, AFP (Ret) and Deputy Director General for Administration Atty. Danjun G. Lucas underscored financial discipline as the foundation of the Authority’s success. Both leaders reminded the team that collaborative and thorough budget planning serves as the essential “flight plan” for CAAP’s future projects.

For CAAP, this conference marks a decisive shift toward a culture of fiscal accountability. By bringing together and equipping its budget officers and coordinators with the right information, the Authority guarantees that its budget is not just a financial document, but a transparent promise to the traveling public for safe, secure, and sustainable aviation services.
