
Civil Aviation Authority of the Philippines (CAAP) Director General Lt Gen Raul L Del Rosario AFP (Ret) delivered a meaningful message to the graduating class of the Philippine International School for Aviation Sciences (PISAS) during their 17th commencement ceremony held on Monday, 21 July 2025, at the Heritage Hotel Manila.
As the government under President Ferdinand R. Marcos Jr. and Transportation Secretary Vince Dizon puts greater emphasis on developing the country’s transportation and aviation sector, the graduation stands as a timely reminder of the major role young professionals will play in that progress.
In his speech, DG Del Rosario emphasized that today’s event is the graduates’ critical transition from training to real-world service in a fast-evolving industry. With the Philippines forecasted to become one of the fastest-growing aviation markets in terms of air traffic, cargo, and passenger movement, DG Del Rosario reminded the graduates that they are entering an industry full of opportunity, but also responsibility.
He highlighted the importance of the work that happens behind the scenes: “Ang industriya ng aviation ay hindi palaging visible sa mata ng publiko—but make no mistake: behind every safe flight is a professional like you.”
“Bitbitin ninyo hindi lang ang diploma, kundi ang mga prinsipyong humubog sa inyo rito—ang disiplina, dedikasyon, at ang pusong patuloy na matuto at lumipad nang mas mataas.”

DG Del Rosario closed his remarks by reminding the graduates of the deeper purpose of their chosen field: “As you navigate the skies ahead, may you always remember why you started, and who you’re flying for.”
The Civil Aviation Authority of the Philippines (CAAP) continues to work closely with schools like PISAS to support and develop the International Civil Aviation Organization’s next generation of aviation professionals (NGAP) initiative who will help ensure the safety, growth, and innovation of the Philippine aviation sector.
