The detailed functions of the Civil Security and Intelligence (CSI) is as follows:

- Formulate and update system and procedures concerning security of personnel, passengers, cargoes, equipment, facilities, structures, funds and classified document of the Civil Aviation Authority (CAA).
- Formulates guidelines and procedures for the management of resources and logistics for airport security.
- Formulates guidelines and procedures for the control on movement of vehicles, pedestrians, and aircraft inside the airport premises.
- Formulates and updates guidelines, procedures and regulations for the supervision of private security agencies operating within the airport.
- Provides technical assistance and logistic support peculiar to the police/ security functions and conduct researches to develop timely and responsive airport security assessment and estimates.
- Monitors compliance on the implementation of policies, system and procedures on police and security operations as well as responses to incidents relating to police and security matters.
- Monitors all general aviation personnel movement, pilots and crews of general aviation including enrollees in various flying schools/clubs in the country.
- Maintains peace and order within the CAAP Offices, Air Navigation Facilities and Aerodromes in coordination with local police authorities and other authorized peace keeping entries.
- Conducts security seminars and orientation courses in coordination with CATC, Personnel Services and other concerned CAAP offices.
- Reviews and/or establishes an Airport Security Program (ASP) for all national airports managed and operated by the CIVIL AVIATION AUTHORITY (CAAP) pursuant to the National Civil Aviation Security Program (NCASP).
- Conducts security survey and oversight inspection on all CAAP Offices, Air Navigation Facilities and Aerodromes in compliance with the Standards and Recommended Practices (SARPS) of International Civil Aviation Organization (ICAO) Annex 17 (Security).
- Conduct background checks (PBI/CBI) to all CAA personnel for purposes of security clearances, employment and for other matters.
- Formulates plans and programs for the career development of CSI Personnel.
- Conducts assessment, evaluation of security threats, and vulnerabilities of CAAP Offices, Air Navigation Facilities and Aerodromes.
- Provides assistance in the conduct of security services bidding and administration of security services contract and other related matters.
- Coordinates with the Office for Transportation Security, (OST-DOTC), PNP-Avsec Group (PNP-ASG) and other law enforcement agencies on matters of airport security and in the implementation of ICAO, Annex 17 (SECURITY).
- Undertakes police security activities as may be directed by the Director General.

| Administrative Division |
|
- Formulates and recommends policies and procedures on the effective management and security gears and equipment.
- Coordinates with field units in determining the security requirement and ensure the availability to such gears and equipment.
- Evaluates and determines the annual security operating and expenses in the procurement and issuance of security gears and equipment (i.e., firearms, ammunition, investigation kits, and police paraphernalias).
- Determines technical skills and training requirement of aviation security personnel and coordinates the implementation thereof with offices concerned.
- Formulates guidelines and procedures for the management of resources and logistics for airport security.
- Coordinates with Personnel Section and concerned CAAP airports/offices in conducting security seminars and orientation courses at Civil Aviation Training Center (CATC).
- Coordinates/liaise with concerned government agencies on the requirements for permits and licenses.
- Maintain statistical data on acts of unlawful interference and prepares administrative system and procedures;
- perform other related functions.

| Airport and Facility Security Division |

- Formulates and updates system and procedures concerning security of personnel, passengers, cargoes, equipment, facilities, structures, funds and classified document of the Civil Aviation Authority (CAA).
- Coordinates with field units in determining police and security requirements and ensures availability of determine the manpower.
- Formulates guidelines and procedures for the on movement of personnel, vehicles, and aircraft inside the airport
- Formulates and updates guidelines, procedures and regulations for the supervision of private security agencies operating within the airport
- Maintain peace and order within the premises of an airport in coordination with local police authorities and other authorized peace keeping entities.
- Evaluates and study reports, proposals/recommendations submitted by Airport/Area Managers and airports users pertaining to airport security.
- Provides technical assistance to the Area/Airport Manager in the conduct of security survey, assessment of respective airport facility and assist in the preparation of Airport Facility Security Plan.
- Coordinates with the Office for Transportation Security (DOTC-OTS), PNP-AVSEC Group and other concerned agencies on matters pertaining to the implementation of ICAO Annex 17 (Security).
- Act on the role of CAA thru its CSI personnel as prescribed by the National Civil Aviation Security Program (NCASP).
- Perform other related functions as directed.

| Special Operations Division |
|
- Conduct background checks (PBI/CBI) to all CAA personnel for purposes of security clearances, employment and for other matters.
- Investigates security breaches, personnel infractions and other security violations with national security implications.
- Maintains and develops the intelligence organization capabilities on information gathering and production of intelligence reports.
- Coordinates with other intelligence and investigation agencies.
- Advises the DG-CAA on matters pertaining to security through the preparation of intelligence estimates, special studies, and other management information materials.
- Monitors/coordinates with Area/Airport Managers and other CSI units in the conduct of intelligence operations and/or investigations matters.
- Monitors compliance on the implementation of policies, systems and procedures on police and security operations as well as responses to incidents relating to police and security matters.
- Monitoring of all general aviation personnel movement/pilots and crews of general aviation, and plan to monitor enrollees in various flying school/club in the country.
- Review and/or establish an Airport Security Program (ASP) for all national airports managed and operated by the Civil Aviation Authority (CAA) pursuant to the National Civil Aviation Security Program (NCASP).
- Conduct security survey and oversight inspection on all airports/facilities in compliance with Standards and Recommended Practices (SARPS) of International Civil Aviation Organization (ICAO) Annex 17 (Security).
- Provides technical assistance to Area/Airport Managers relative to intelligence and investigation matters.
- Evaluates and study reports, proposals/recommendations submitted by Airport/Area Managers and airports users pertaining to airport security.
- Provides assistance in the conduct of security services bidding and administration of security services contract and other related matters.
- Prepares intelligence data and classifies intelligence reports for the management information and guidance.
- Provides security to CAA officials and other visitors/guest as required.
- Participates in special operations upon approval or as instructed by DG-CAAP.
