The project covers the replacement of aging and vital air traffic control equipment/facilities
    and the establishment of priority elements of the new satellite-based CNS/ATM systems in
    accordance with ICAO Global Air Plan for CNS/ATM Systems (Doc 9750) at
    selected airport/sites nationwide to provide:

•    Solutions to the shortcomings of the current CNS systems including:
     Radio coverage limitations
     Accuracy and reliability of the system
     Difficulties in wide area deployment of the system facilities
     Limitation in voice communications

•    Advance Air Traffic Management (ATM) systems that enables flexible air route selection
     in response to possible changes in weather and/or traffic conditions

•    Improved air traffic safety, reduction of delays, and improved airport / airspace
     efficiencies

•    Efficient and reliable data link communication systems to solve the inadequacy of
     existing voice communication systems resulting in the reduction of workloads of
     air traffic controllers and pilots
