Mandate
The Air Navigation Service (ANS) is mandated to
establish, operate, maintain and flight check air
navigation system and equipment nationwide to
provide safe, reliable, expeditious, and efficient
service in conformance with International Civil
Aviation Organization (ICAO) Standards and
Recommended Practices (SARPs).

The Air Navigation Service (ANS) is
envisioned to provide:
- Effective plans, programs and design of
air navigation system and facilities
nationwide.
- Complete engineering services for the
establishment and improvement of air navigation
facilities
- Functional operation, maintenance and
efficient management of air navigation systems
equipment including airfield lighting systems,
power plant and future technologies in
conformance with ICAO Standards and Recommended
Practices(SARPs).

Functions
|
| The Air Navigation Service shall have the
following functions: |
- Administration and implementation of
operational plans, programs in conformance
with ICAO Annexes and SARPs.
- Formulation of the safety management
systems, policies and procedures in
conformance with ICAO Annexes and SARPs.
- Technical competency development of
ANSS/APT personnel.
- Establishment of air navigation
facilities.
- Determine operational requirement of air
navigational facilities for inclusion in the
ANF Maintenance and/ or Infrastructure
Program of the CAAP.
- Engineering data gathering and site
survey for the improvement and establishment
of air navigation facilities.
- Develops and implements a system of
projects, post evaluation and prioritization
for the assessment of ANF plans and
investment programs.
- Operation and maintenance of air
navigation facilities.
- Provision of technical and material
requirements of air navigation facilities.
- Implementation of ANS regulations,
policies, standard operational procedures
for ANS.
- Inspection and evaluation of air
navigation facilities.
- Flight inspection and evaluation of air
navigation facilities in compliance with the
ICAO regulations and requirements.

| ANS Divisions and Functions |
| The following Air Navigation Service Divisions
are hereby created with their corresponding
functions: |

Administrative Staff - Provide assistance
in the implementation of office policies and the
administration of the Air Navigation Service.
|
- Attend to / coordinates with other
Divisions, government and private offices on
matters relative to ANS operations and
activities.
- Prepares ANS Annual Operating Budget.
- Attends to personnel management of the
service such as:
- Develop and implement standards
for all levels and categories of
technical and administrative
personnel for recruitment purposes;
- Insure the implementation of the
merit of promotion plan of the agency;
- Develop and implement training
programme in accordance with ICAO
Trainair program in accordance with
CATC;
- Develop and implement career
development of ANS Personnel;
- Conduct performance audit of ANS
Personnel;
- Perform safekeeping of records of
ANS personnel and other related
documents to ANS operations and
activities; and
- Study ways of evaluating short and
long terms of effect of staff
development programs such as seminars,
training and other.
- Review all papers and documents prior to
signature of Director / Chief, Air
Navigation Service.
- Maintain the ANS Databases, Local Area
Network and File Server and prepares
necessary reports for use of the different
ANS Divisions.
- Prepare documents needed in processing
Leased Lines contract and bills.
- Perform other functions as required by
the Director / Chief of Air Navigation
Service.

| Air Navigation Project Planning and Design
Division - Responsible for the preparation of
programs, plans, feasibility studies and system
design of projects related to the establishment
and/or improvement of air navigation facilities..
|
- Perform system design of air navigation
facilities to conform to ICAO Standard and
Recommended Practices.
- Conduct field investigation, engineering
survey and data gathering for the
improvement and/or establishment of air
navigation facilities.
- Prepare program of works and cost
estimates of air navigation facilities
equipment, civil structures, and its
accessories.
- Prepare and submit requirements of air
navigation facilities for inclusion in the
annual Infrastructure Program and the
medium-term Infrastructure Development
Program of the agency.
- Develop and implement a system of post
evaluation and prioritization of projects in
consonance with ANF equipment in
coordination with other concerned Division.
- Assign frequency allocation of ANF
equipment in coordination with other
concerned Division.
- Evaluate bid proposals from bidders of
respective Infrastructure and Maintenance
Projects.
- Prepare necessary documents for the
transfer of funds relative to an
Infrastructure/Maintenance project to
appropriate ANFs.

| Air Navigation Project Implementation
Division
- Responsible for the execution of approved plans
and designs as prepared by the Air Navigation
Planning and Design Division for the establishment
and/or improvement of air navigation facilities. |
- Supervise the implementation of approved
ANF Infrastructure and Maintenance projects
in accordance with typical engineering
procedures and ICAO Standard and Recommended
Practices;
- Coordinate with other agencies, local or
foreign, in the facilitation of necessary
requests, permits, justifications,
certifications or any other documents
necessary in the timely and efficient
implementation to ANF projects;
- Ensure, prior to commissioning, the
performance and operation of newly
established ANF to conform to ICAO Standard
and Recommended Practices;
- Participate in the commissioning Flight
Check of newly installed ANF equipment;
- Maintain an updated project profile of
all ongoing ANF projects, including monthly
project accomplishment reports, Gantt
charts, PERT-CPM charts,
suspension/resumption orders, or inspection,
acceptance and commissioning reports.

| Air Navigation Quality Management Division
- Responsible for the formulation and implementation
of standard procedures, regulation, evaluation and
flight inspection/calibration of air navigation
facilities. Responsible for the implementation of
safety management systems policy and standards as
necessary.

- Conduct regular inspection/evaluation of
all navigation facilities to ensure
compliance with ANS Policies and ICAO
Standards and Recommended Practices.
- Conduct the regular flight check,
calibration of ANS facility and
commissioning of newly established ANF in
accordance with ICAO Standards and
Recommended Practices.
- Maintain records of equipment, facility
improvement, performance and recommend
appropriate action.
- Conduct technical investigation and
recommend improvement/modification of
procedures and standards.
- Review equipment performance to ensure
adaptability, usability and conformity with
ANF requirements.
- Participate in the inspection/evaluation
for the acceptance of the completed ANF
Projects.
- Evaluate and recommend height clearance
of proposed structures in conformance with
ICAO standards.
- Develop and enforce standards and
procedures, and quality assurance pertaining
to CNS/ATM systems and activities.

| Air Navigation Operations Division -
Responsible for the functional operation and
maintenace of Communications, Navigations and
Surveillance system components including
Meteorological, Airfield Lighting and Power Systems.
|
- Supervise the operation and maintenance
of ANF in accordance with ICAO Standards and
Recommended Practices (SARPS)
- Collate and analyze monthly reports and
provides technical and material assistance,
when required, to restore equipment
operations within standard specifications.
- Conduct maintenance inspection and
verify reports of operational status of
equipment and ancillary devices and make
correction, if necessary.
- Determine spare parts stock level and
operational requirement of ANF and submit
the corresponding programs of work to
sustain replacement parts availability.
- Implement the balance distribution of
manpower and equipment in accordance with
facility operating hours and category.
- Recommend the corresponding training
programs of personnel to update their
technical skills to keep abreast with new
developments in air navigation technology.
- Coordinate work with organizational
units, internal and external to the agency
such as government, military, on matters
relevant to CNS, MET equipment, airfield
lighting, and power supply system.
- Responsible for the major repair,
overhaul and calibration of ANF equipment.
- Responsible for the functional operation
and maintenance of ANF in the areas at macro
level and directly supervises the functional
operation and maintenance of NCR-ANF.

| ANS Area Center - ANS Area Centers shall
be established and responsible for the operation and
maintenance of air navigation facilities in their
respective areas. All Area Centers shall be headed
by ANS Supervisor which will be directly reporting
to the Chief, Air Navigation Service / Director for
ANS.

- Conduct daily monitoring of the
operational status of CNS, MET equipment,
airfield lighting, and power supply systems
- Collate and analyze monthly reports of
facilities and provides technical and
material assistance, when required, to
restore equipment operations within standard
specifications.
- Supervise the maintenance and operation
of ANF in accordance with ICAO Standards and
Recommended Practices.
- Conduct regular maintenance inspection
of facilities and verify reports of
operational status of equipment and
ancillary devices and make correction/s, if
necessary..
- Determine spare parts stock level and
operational requirement of ANF and submit
the corresponding programs of work to
sustain replacement parts availability.
- Supervise the conduct of routine and
non-routine maintenance programs and repair
facility equipment to attain the required
operating performance.
- Supervise the pre-flight checking of air
navigation facilities and participate in the
conduct of flight check.
- Implement the balanced distribution of
manpower and equipment in accordance with
facility operating hours and category.
- Coordinate the training requirements of
personnel and recommend the corresponding
training programs to update their technical
skills to keep abreast with new developments
in air navigation system technology.
- Coordinate work with organizational
units, internal and external to the agency
such as government, military, on matters
relevant to CNS, MET equipment, airfield
lighting, and power supply system.
