I. Expansion/Improvement of En-route Air Traffic Control Facilities:

- Remote Control Air Ground(RCAG) facilities will be established in Palawan and Davao.
- Present RCAG facilities at Laoag, Tagaytay and Cebu will be improved thru the supply and installation of new equipment.

II. Improvement of Aerodrome/Approach Air Traffic Control Facilities:

- Establishment/Construction of Control Tower Facilities at Caticlan, Kalibo, Laoag, Baguio and Cauayan.
- Provision of new equipment at Plaridel, San Jose, Cagayan de Oro and Tuguegarao.

III. Establishment/Improvement of Air Navigation Facilities:

- En-Route facility at Jomalig.
- Terminal Nav-Aid at Caticlan, Cauayan, Iloilo, Laoag, Cabanatuan, Masbate, Naga, Roxas, Tacloban and Zamboanga.

- Provision/Expansion of Micro-wave facilities at Davao, Zamboanga and Tagaytay.
