- The project involves the construction of a new domestic trunkling airport of
international standards in Brgy. Batic, Silay City and will replace the Bacolod Airport;
- On 09 June 1998 and 13 December 1999, the ICC-CC approved Phase I and Phase II,
respectively, for the implementation of the new Bacolod-Silay Aiport in the amount of P4,397.54M;
- The project is co-financed by the JBIC and GOP and have validity period of seven (7)
years, reckoning from May 1999 to May 2006 and September 2007, for Phase I and II, respectively;
- Project implementation officially started in the existing Bacolod Airport, on December
2002 with the delivery & installation of the following equipment:
- Construction work for the New Bacolod (Silay) Airport Project started in August 2004
and completed in July 9, 2007. However, the only access road leading to the airport commenced its construction
in May 2007 & completed on March 2008.
- On 30 November 2006, the project was remanded to NEDA ICC for re-evaluating and approval
on account of change in scope and costs brought about the following factors:

External Factors
- Foreign currency adjustments in Yen/Peso conversation
from P1=Y2.8 in CY 2000 to P1=Y2.1 at the time of
submission of revised cost to NEDA in 2006
- Inclusion of Income tax, custom duties due to the
application of the Exchange Notes between GOJ, GOP and
BIR circulars and rulings

Technical Factors
- Construction of access road (4.7) leading to the
airport which is supposedly undertaken by the LGU per
Loan Agreement. But due to lack of budget, the LGU was
not able to implement the work
- Provision of concrete road (3.4 km) that will divert the
existing barangay road crossing the airport site
- Other works to include provision of alternate water
source & impv’t. of local water lines, repair of eqpt
damage and bombing incident, and other minor works to
complete the project
